In the middle of the XIXth century, at the time of the foundation of the Société d'Hydrologie de Paris, that was to become the Société Française d'Hydrologie et de Climatologie Médicales in 1923, the fashion for medico-meteorological observations was already coming to an end and, if change of air was easily prescribed for very sick people, the medical basis of such a practice remained imprecise. The next century (1853-1953), characterized by a more scientific methodology, tried not only to notice and classify, but also and above all to understand. The most essential points that must be emphasized are then the omnipresence of phthisis and the strong personality of Marius Piéry. Meteoropathology also developed, whereas the study of the capacity of different human races to become acclimatized went into deadlock. The last half of the century (1953-2003) has seen climatotherapy to change its purpose, after the end of the sanatorium era, and meteoropathology made decisive progress, thanks to more and more powerful means of calculation and to a more synthetic approach of climate. Nonetheless, the fact remains that biological and medical climatology is not very much practised in France. But the suddenly renewed interest in climatic change will possibly alter the situation radically.

This paper emphasizes the case of lead paint as an emblematic template of the history of health and safety in the workplace and occupational disease in the 19th and early 20th c. in France. Even though white lead was clearly identified as a harmful agent responsible for widespread lead poisoning among lead workers, painters and other workers of the building industry, its use nevertheless increased during the 19th century in main industrialized and urbanized countries. The banning of white lead has long remained a main occupational health and safety issue in France. The French State tried from time to time to prohibit the use of white lead, but these regulation attempts sank into oblivion, before a strong worker mobilisation met the political, hygienistic and medical concern in the early 1900s’. This paper will address the question of this irregular timeline, partially reflecting the social interest in risk and safety issues in general, during a long 19th c. On a transnational scale, I examine how the health issue emerges within the ILO through the dispute on white lead, one of the first tackled by the transnational body, giving cause to an international convention on prohibition.

Changing the atmosphere: shifting conceptions of air pollution in South Africa, with special reference to the Witbank coalfield, 1948-1978

This environmental history of South African air pollution, with special reference to the Witbank coalfield, interrogates the emergence of diverse discourses that ultimately resulted in the promulgation of the Atmospheric Pollution Prevention Act of 1965 (APPA). The study traces responses to these changing conceptions by the State, local industry, civil society, as well as Witbank’s local residents, thereby opening up the enigma surrounding the appearance of atmospheric changes during South Africa’s post-war industrial growth. During this time, ‘air perception’ was largely conceived in light of visible environmental damage, and a growing public consciousness around scientific evidence linking industrial activity to the degradation of the atmosphere. Such conceptions of air pollution were instrumental in the formulation of legislation aimed at regulating the acute appearance of air pollution in post-war South Africa. Where attention was given to pollution in early legislation, regulations imposed were tentative, and rarely implemented. An assessment of post-war conceptions of air pollution in South Africa reveals significant shifts in the way in which coal mining was associated with pollution. This was mainly as a result of physical evidence of air pollution, destruction of land, and the indefatigability of underground fires. Fierce internal debates existed following the growing appearance of environmental changes as a result of ongoing coal mining activity. These early efforts to define and monitor air pollution had significant ramifications for the Witbank industry. Regulations set by the APPA placed pressure on local collieries and factories to conform to environmental control and monitoring by the State, and to introduce efforts geared towards environmental mitigation. The limited scope of the law is magnified within a framework of rapid and intensive industrialization throughout the 1970s. The switch from underground to opencast methods of extraction, coupled with the exponential growth of foreign demand for coal, made regulating pollution more complex.

The question of the origins and background of the modern notion of environment, of its reflexive dimension and its relationship to health remains poorly examined in France. The present contribution aims at introducing some of the major elements and steps on the subject. On one side, the vision developed in Antiquity, stressing more particularly Hippocratic medicine, the explanation it conveys concerning the origins of disease in terms of atmospheric and climatic influence, the causal framework which underlies it and, on the other side, the emergence of the modern environmental vision and its roots in British empiricism. In a country submitted, from the 16th century, to powerful religious, political, philosophical and social transformations, empiricism induces the constitution of a new relationship to the world where the act of knowing is closely related to the perspective of an improvement of human condition, breaking with the restrictive logic of Antiquity, aiming at the development of a wide exploration of the phenomenal world in an active move based on observation, experience and inductive generalization. This sets a dynamic of interrelation with the world where individualization and the senses play an increasing part. It goes along with a renewal of the questioning concerning health in a collective as well as an environmental perspective, from which modern public health will later emerge. In the course of the 18th century, this renewal appears as one of the prototypical fields in which a wide scale systematic action is lead concerning diverse environmental factors in order to improve population conditions. It anticipates the appearance, at the end of the 19th century, of a broader grasp of the environment in terms of interaction, prelude to its planetary extension in the 20th century, where health, as living beings existence condition, keeps up a paradigmatic dimension.

Time-series of grape harvest dates of Dijon and Beaune back beyond the fifteenth century pave the way for the study of climatic fluctuations over a period of about twice the period for which the meteorological measurements are available. Using grape harvest dates of Beaune and Dijon, as well as grape harvest dates in other vineyards during the sixteenth and seventeenth century, nine fluctuations can be identified from 1397 to 1658, preceded by a cold sequence from 1378 to 1396. By exploiting the relationship between grape harvest dates and April-September temperatures between 1659 and 2010, a quantitative evaluation of the differences in temperature between the rather early grape harvest sequences and the rather late grape harvest from 1378 to 1658 is given.

The observations of several Burgundian clergymen present us the characteristics of the particular fog which covered a big part of France in June, 1783 following the eruption of the Icelandic volcano Laki, begun on June 7th, 1783. These scientific descriptions contrast with the fears of the populations impressed by this phenomenon which was followed on July 6th by an earthquake contributing to a "outburst of elements".
